A nursery licence under the Cannabis Act covers the production and sale of cannabis starting materials — seeds, seedlings, and clones. While it shares some regulatory structure with cultivation, a nursery licence has its own distinct documentation requirements around propagation activities, genetics management, and inventory systems for starting materials.

The regulatory pathway requires clarity about what you intend to produce, how propagation activities will be managed, and how starting materials will be tracked from source through to sale. Health Canada expects a nursery applicant to demonstrate operational controls specific to the nature of the work, not recycled from a cultivation application.

The challenge

Nursery operations are often smaller in physical footprint than cultivation facilities, but the application must still address facility design for propagation environments, mother plant management, germination and cloning areas, and storage of starting materials. Genetics tracking is a central concern — your record-keeping must document plant lineage, source material, and inventory movement in a way that satisfies regulatory expectations.

Security requirements apply to nursery facilities as they do to other licence classes, though the specifics depend on the proposed activities and scale. Good production practices documentation must reflect actual nursery workflows, not generic cultivation procedures.
